Kissing this character: You can try. You might get quite a response or quite a refusal, it depends on how you deal with him and how he knows you.
Flirting with this character: Haha, absolutely. Reaction would range through flirting back, being utterly confused, or getting the heck away from you.
Fighting with this character: Verbally, sure. Tulio would probably try to smoothtalk his way out of it at first, but if you're persistent you'll probably get him to fight back. Physically, ask me about it. Tulio's not big with fists.
